Penny J. Hitchcock, DVM, MS, Tauri Group

Dr. Hitchcock is Chief Scientist in the BioWatch Program at the ChemBio Early Detection Systems Program Office. In addition, she is Science Advisor for the Bipartisan WMD Terrorism Research Center. She has advanced training ininfectious diseases, public health, reproductive health, environmental toxicology, and pathology.

Dr. Hitchcock’s research and policy interests focus on reducing the risk and impact of infectious diseases outbreaks of public health significance, particularly acts of bioterrorism, by limiting the morbidity, mortality, and healthcare costs.

Prior to re‐joining the BioWatch Team as a staff member of the Tauri Group in 2008, she was a Senior Associate at Center for Biosecurity of the University of Pittsburgh Medical Center from 2004 to2008. There she worked on biosecurity policies in global disease surveillance, indoor air quality, drinking water systems, and seasonal and pandemic influenza preparedness. From 2001 to 2004 she was a technical staff member and group leader at Los Alamos National Laboratory with a research focus and management responsibilities in the areas of forensics, biosurveillance, consequence management of the BioWatch early detection system, and the biosecurity of drinking water. She led the Los Alamos team that drafted the Federal BioWatch Guidance Documents in 2004. From 1991−2001 she served as Chief of the Sexually Transmitted Diseases Program at the National Institutes of Health (NIH). In June 2001, Dr. Hitchcock was given the American Sexually Transmitted Diseases Association’s Achievement Award for her leadership and advocacy for STD research and for STD prevention and control programs.

Dr. Hitchcock served as Associate Professor at the University of Tennessee’s School of Medicine after beginning her scientific career at the NIH’s Rocky Mountain Laboratories, where she worked on the molecular pathogenesis of sexually transmitted bacterial infections.

She received an MS and a DVM from Washington State University.
