Tina W. Gabbrielli

Tina W. Gabbrielli, an SES career civil servant, is the Director of the Office of Risk Management and Analysis (RMA), National Protection and Programs Directorate, at the U.S. Department of Homeland Security (DHS). She leads the Secretary's efforts to develop, implement and share a common framework to address the overall analysis and management of homeland security risk. Under Ms. Gabbrielli's direction, RMA enables and advances the effective management of risk by the homeland security enterprise and ensures decisions regarding policies, programs and resources across the Department are driven by a consistent and purposeful risk-informed methodology.

Prior to her current position, Ms. Gabbrielli was the Senior Director for Contingency Planning and Field-Based Preparedness in the National Preparedness Task Force at the Department. In this position, Ms. Gabbrielli co-chaired the National Response Plan and National Incident Management System review and revision process, as well as managed the Department's Special Events and Principal Federal Officials (PFO) programs. In addition, she led the Department's Contingency Planning efforts, including the preparation of the first DHS-wide Contingency Plan on Pandemic Influenza, and prepared the Secretary for all National Level Exercises.

Ms. Gabbrielli's first position with DHS was Director of Intelligence Coordination and Special Infrastructure Protection Programs in the Office of the Assistant Secretary for Infrastructure Protection. She was responsible for coordinating intelligence at a variety of levels, including preparing executive briefings for the White House, and was the Department's lead on STAR, a classified national risk assessment for the President.

Her duties in the Office of Infrastructure Protection (IP) also included coordinating IP's incident management mission in support of the National Response Plan, the development of the IP Incident Management Cell, the creation of the Infrastructure Liaison position within the Joint Field Office, and the management of operational support to field elements during catastrophic events. Ms. Gabbrielli also served as the Department's Program Director for the Committee on Foreign Investment in the United States.

Prior to joining DHS, Ms. Gabbrielli served at the Department of Justice as an Assistant United States Attorney (AUSA) for the Eastern District of Pennsylvania. As Chief of Terrorism, she organized and oversaw the District's response to the September 11, 2001 attacks and developed, organized and chaired the Anti-Terrorism Task Force for the Eastern District of Pennsylvania. Ms. Gabbrielli served in several other positions as an AUSA, including Chief of Violent Crimes, Chief of Major Crimes, and Deputy Chief and Acting Chief of the President's Drug Task Force and Narcotics Section. Her work has included domestic and international terrorism, chemical, biological, radiological and nuclear issues, narco-terrorism, agri-terrorism, risk assessments, indications and warnings, and terrorist tradecraft.

Ms. Gabbrielli earned her juris doctorate at Georgetown University Law Center.
